Representative Tran Votes to Uphold Constitutional War Powers Over Military Action in Iran
Washington, DC – U.S. Representative Derek Tran (CA-45) issued a statement following the passage of H.Con.Res 86, a War Powers Resolution to block further military action in Iran without Congressional authorization, by the House of Representatives in a vote of 215-208. Representative Tran voted in favor of the resolution, his 4th vote in favor of asserting Congressional war powers since President Trump launched an attack on Iran.
Representative Tran issued the following statement:
“Today, I voted to uphold Congress’ Constitutional authority over war-making. I am proud that a bipartisan majority of my colleagues in the House of Representatives recognized the grave urgency to protect our troops abroad, safeguard American families, and preserve the global alliances that make our country safer and more prosperous. The Trump Administration's impulsive, unilateral military actions in Iran, without the consent of the American people, continue to destabilize an already volatile region.
“Fourteen heroic service members have already been killed because the President failed to act with transparency, measured diplomacy, and thoughtful justification. This Administration has continuously failed to provide a meaningful justification necessitating the immediate use of military force, and did not exhaust its diplomatic options to ensure that the Iranian people could achieve freedom and democracy without the consequences of a ruinous war.
“At home, families have felt the impact of this conflict through soaring prices at the gas pump and in the grocery store. Their duly-elected representatives were not consulted when President Trump launched this war of choice, and now we’re paying the price.
“This vote is only a starting point to reassert Congress’s constitutional authority over war-making. I continue to urge my colleagues in the House and the Senate to conduct meaningful oversight of military actions in Iran and ensure our troops are kept out of harm’s way.”
Serving his first term in Congress, Representative Tran serves on the powerful House Armed Services Committee, overseeing the Department of Defense. Following offensive U.S. military actions against Iran conducted without Congressional oversight in June 2025, Tran cosponsored a Congressional war powers resolution reaffirming that Congress, not the executive branch, reserves the right to declare war. He also voted in favor of H.Con.Res. 38, H.Con.Res. 40 and H.Con.Res. 75, asserting constitutional authority over war-making in response to the start of the conflict in Iran, and helped to introduce the No Funds for Iran War Act that would prohibit the use of additional taxpayer dollars to fund the Iran war. Tran serves as a co-chair of the House Democratic Caucus National Security Task Force, bringing together expertise in Congress to develop policy solutions to the most pressing national security challenges facing our country. Representative Tran enlisted in the Army Reserve at age 18 and served for eight years. He was activated for Operation Noble Eagle/Enduring Freedom before earning an honorable discharge.
