Community Project Funding is subject to strict public transparency and accountability requirements, only available to nonprofit and government entities (for-profit grantees are not eligible), and must demonstrate evidence of compelling community support. In addition, each Member of Congress must certify in writing that there is no financial interest in the project for them and their immediate family. All projects will be audited by the Government Accountability Office (GAO) to ensure sound stewardship of taxpayer dollars.
Submitting these projects is the first step in the federal Appropriations process to fund government programs. The House Appropriations Committee will carefully review all projects to determine their eligibility and funding levels in the annual government funding bill. After Committee approval, the FY2026 funding bill must then be passed by the House and the Senate and signed into law by the President.
On March 15, 2025, President Trump signed H.R. 1968, the Full-Year Continuing Appropriations and Extensions Act, 2025, into law as P.L. 119-4. Unlike recent years, the legislation did not include any funding for FY 2025 Community Project Funding requests. Representative Tran’s FY 2026 submissions include many that were not funded in FY 2025.
